On Twitter, Slay wrote that he has "nothing but love" for Philadelphia.
With a base salary of $17 million, Slay was entering the last year of his deal.
A cap hit of slightly more than $26.1 million, which prompted discussions with the Eagles about a new contract.
Slay now joins the long list of Philly defensive players who have left the team.
Fletcher Cox, a defensive tackle, and Gardner-Johnson are still unsigned for the upcoming season.
Slay is anticipated to be cut by the Eagles after June 1.
